Dave Evans was the EPA Wetlands Division Director from 2005-13 and currently works for the Virginia Department of Environmental Quality. He is a member of the Environmental Protection Network, a bipartisan organization of former EPA employees working to protect the bipartisan legacy of clean air, water, land and climate protections.

In short, try again. EPA should respond to legal challenges to the 2015 Clean Water Rule with targeted refinements of current policy, as opposed to an about-face on the policy that was developed in full compliance with administrative procedures and documented with thorough scientific and legal rationales.
